I beg to acknowledge your letter of the 27th
instant. I am certain that "r. Hambleton did file a
claim with His Majesty's Vice Consul in Chihuahua
but whether it was received by the latter or not
I do not know, as all communication was interrupted
for some time.
Until a new Government is recognised by this
country it will, I suppose, be impossible to do
anything further, but those at present "on top"
may, as they appear to have adopted the methods
of Porfirio Diaz twenty-five years ago, be able to
*pacify" the country, and will then I suppose be
responsible for the deeds of their predecessors, us
far as foreigners are concerned.
So far as I know they have not killed any
Britisher yet, though some of the Chinese who were
murdered in Torreon were British subjects from
Hongkong.
